Doesn’t say that reverse charge is payable, if provider unregistered.

The list of services under reverse charge, doesn’t say that reverse charge is payable by the recipient of the services if the provider is unregistered Can anyone advise on this.

Very concept of reverse charge is a charge on recipient instead of a supplier which is the case normally.
