What isHSN Code?

HSN (Harmonized System of Nomenclature) is the Coding System and the Harmonized Commodity Description. It was introduced in 1988 and was developed by the WCO (World Customs Organization) which is a multi-use international product nomenclature.

Working of HSN Code

HSN has 5,000 commodity groups and each one has six-digit code which is arranged in a legal and logical structure. To gain a uniform classification, it is supported by distinct norms.

Importance of HSN

The main aim of HSN is to arrange the goods from across the world in an organized and logical manner making the classification in a uniform method and facilitating international business.

HSN Across World

Following are the reasons why the HSN system is used by more than 200 countries and economies-

  • Uniform classification
  • The base of their Customs tariffs
  • Collection of international trade statistics

In terms of HSN, more than 98% of products in foreign trade is classified.

Most of the countries accept the Harmonized System of Nomenclature number for each commodity. For almost all goods, the HSN number remains the same. HSN number which is used in few of the countries differs a bit based on the nature of goods classified.

HSN in India

Since 1971, India is a member of WCO (World Customs Organization). Originally, 6-digit HSN code was used to classify commodities for Customs and Central Excise but afterwards, the Central Excise and Customs added two more digits i.e. 8 digit classification to make the codes more accurate.

Understanding the HSN Code

The HSN structure has 21 sections, with 99 Chapters, about 1,244 headings, and 5,224 subheadings.

  • Sections -> Chapters -> Headings -> Subheadings
  • Section and Chapter titles describe categories of goods and headings and subheadings describes products in detail.

For example:

Handkerchiefs made of Textile matters 62.13.90

  • First two digits (62) represent the chapter number for Articles of apparel and clothing accessories, not knitted or crocheted.
  • Next two digits (13) represent the heading number for handkerchiefs.
  • Finally, last two digits (90) is the product code for handkerchiefs made of other textile materials.

For a deeper classification, India has 2 more digits.

HSN code- 62.13.90.10, if the handkerchiefs are made by a man-made fibre.

HSN code- 62.13.90.90, if the handkerchiefs are made by silk or waste from silk.

SAC in GST

For measurement, taxation and recognition, the goods and services are also classified uniformly. SAC (Services Accounting Code) are the Codes for services.

For Example:

Legal documentation and certification services concerning patents, copyrights and other intellectual property rights– 998213

  • Initial two digits are the same for all services i.e. 99
  • Further two digits (82) represent the significant nature of service, in this case, legal services
  • Final two digits (13) represent the detailed nature of service, i.e., legal documentation for patents etc.

  • Under GST, these HSN codes must be stated in all the tax invoice issued by the taxpayer.
  • To find out the number of HSN digits to be used, the turnover for the previous year will be considered as a basis.
  • A business or a service provider is required to indicate HSN/SAC wise summary of sales in its GSTR 1`filing in case the turnover comes into given slabs.

All 8 digits of HSN code is compulsory under GST in case of imports and exports.

The main aim of HSN codes is to make the Goods and Services Tax (GST) organized and globally accepted.
